Problems I have with this:
#1. Rusty is involved. The man is a HACK. He needs to be dropped from this right now. (Actually, the whole thing should be dropped, but it's the principal of the thing...)
#2. They're possibly... using the same cast? OK, that's... odd.
#3. THE FACT THAT IT IS HAPPENING IN THE FIRST PLACE. Nobody needs a "new" Torchwood especially for the American audience. AFAIK, lots of Americans watched the first Torchwood. Whose idea was this, anyway? (It was bad enough that they had to "remake" Life on Mars"...)
#4. FOX is making it. I have issues with FOX. They, more than any other network, have a pronounced tendency to mess around with and cancel shows that shouldn't be cancelled or messed with. Why Joss Whedon still makes shows with them, I do not know...
And, just to add insult to injury and rub salt in the wound, there's THIS:

UM, WHAT THE HELL.

There are two things that this does not make me (well, a lot, but two that are relevant): 1. stupid; 2. provincial. You do not have to Americanize or dumb down or whatever the hell it is you do the TV shows and literature (oh, I'm sorry, am I supposed to be spelling that "them there book things"?) and stuff that get, well, Americanized. If I don't know what a word means because we don't use it on this side of the pond, or use it differently, I can look it up. As for anything else... what are you, five? "I have to have it MY WAY EXACTLY."
*facepalm*
...So, uh, on behalf of America: I am so sorry we can be so dumb about culture sometimes. Okay, a lot.

I sort of understand bringing Life on Mars over, because I'm about two episodes from the end of it now and there have been a couple moments of culture shock where I have no idea what they're talking about. But an American version is not in any way necessary with Torchwood. Or DW.
(As for Whedon, IIRC, Eliza Dushku had some sort of contract with Fox so that if he wanted to work with her, he had no real choice.)
